What Is Foster Adoption?

Foster adoption occurs when a child in the state foster care system becomes legally free for adoption and is matched with a family who can provide permanent care. Many families first meet their children while providing foster care, but it is also common to adopt waiting children directly through local agencies.


Children in foster adoption may have experienced trauma, transitions, or uncertainty, and they thrive best with caregivers who are open to learning, patient, and committed for the long term. No matter where you are in your parenting journey, you’re not alone—our community is here to help.

The Foster Adoption Process

While each state has its own system, the general steps across the Pacific Northwest look similar:

  • Initial Inquiry
    Connect with your state agency or a licensed adoption organization to learn about the requirements.
  • Orientation & Training
    Prospective parents typically complete state-mandated training such as:
    Washington: Caregiver Core Training (CCT)
  • Oregon: Foundations training
  • Home Study Assessment
    A licensed social worker conducts interviews, home visits, and a background check to ensure your family is ready and well-prepared.
  • Matching & Placement
    Families are matched with a child or sibling group whose needs align with their strengths and support systems.
  • Post-Placement Support
    Once a child moves into your home, social workers provide guidance until the adoption is legally finalized.

Oregon
  • Oregon Department of Human Services (ODHS) – Primary resource for becoming a foster or adoptive parent.
  • Oregon Post Adoption Resource Center (ORPARC) – Free post-adoption services for families across the state.
  • Boys & Girls Aid – Offers foster care, adoption, and training programs in the Portland metro area.
Washington
  • Washington State Department of Children, Youth & Families (DCYF) – Foster care and adoption information, training, and licensing support.
  • NW Adoption Exchange (NWAE) – Photolistings and child-specific recruitment across Washington and neighboring states.
  • Amara & Catholic Community Services – Longstanding nonprofit partners providing training, licensing, and post-adoption support.

Support for Foster-Adopt Families

Foster-adopt families often need specialized support—emotionally, educationally, and practically. In the Pacific Northwest, you’ll find:
